Lloydminster RCMP investigate assault of male – Update – charges laid

Lloydminster, Saskatchewan – On December 27, 2019, Lloydminster RCMP responded to a complaint of a male who had been assaulted, requiring assistance. As a result of the initial investigation a stolen vehicle was located and pursued by police. The vehicle was disabled and police took three people into custody with assistance of members from Onion Lake detachment and Police Dog Services.

An additional stolen vehicle in relation to this investigation was recovered after it purposely ran into a police vehicle before becoming disabled. A subsequent search warrant was executed on a residence in Lloydminster resulting in the arrest of a fourth person and the seizure of multiple firearms and controlled substances.

The investigation by Lloydminster RCMP and outside units has led to the following charges:

Austin Simmons (29) has been charged with:

• Robbery with a firearm

• Aggravated assault

• Assault with a weapon

• Unlawful confinement

• Unlawful possession of a firearm

• Possession of a weapon for a dangerous purpose

• Failure to comply with conditions of an Undertaking

• Failure to comply with conditions of a Recognizance

Kendall Cardinal (20) has been charged with:

• Robbery with a firearm

• Aggravated assault

• Unlawful confinement

• Operate a motor vehicle while prohibited

• Failure to comply with conditions of a Recognizance

Kiera Ochuschayo (19) has been charged with:

• Robbery with a firearm

• Aggravated assault

• Unlawful confinement

• Impersonation with intent

In addition to the above, a male youth has been charged with:

• Robbery with a firearm

• Aggravated assault

• Unlawful confinement

• Failure to comply with a Probation Order

The four charged persons remain in custody after their initial court appearances on December 30, 2019 in Saskatchewan Provincial Court.

Lloydminster RCMP investigate assault of male

Lloydminster, Alta. – This morning at approximately 2:00 a.m., Lloydminster RCMP responded to a residence where an adult victim was located with serious non-life threatening injuries.

Preliminary investigation has revealed that the victim was assaulted at a separate residence and then taken to this area in a vehicle but managed to escape.

Lloydminster RCMP have multiple suspects in custody at this time and the investigation is ongoing. Police do not believe this was a random act and there is no risk to public safety.

An update will be provided once more information is available.

Vermilion RCMP suspicious activity reported by public leads to arrest

Vermilion, Alberta – On Jan 7, 2020 the Vermilion RCMP responded to a complaint of a suspicious male at business in Innisfree. Members attended the business and when they approached the subject it was determined that he was in a stolen Dodge truck. The male resisted arrest and attempted to flee. Police apprehended the suspect after a short foot-chase. After searching the suspect, police discovered a concealed weapon, methamphetamine and cocaine.

Police arrested 34-year-old Damien Mercer of Lloydminster and charged him with the following Controlled Drug and Substances Act and Criminal Code offences:

• Possession for the purpose of trafficking X 2

• Possession of property obtained by crime X 2

• Carrying a concealed weapon

• Resisting a peace officer

• Fail to comply with conditions

Mercer was remanded into custody to appear in Lac La Biche Provincial Court on January 13, 2020.

As the matter is before the court, no additional information will be released.

Lloydminster RCMP charge two after residential break and enter

Lloydminster, Alberta – In the early hours of Jan. 9, Lloydminster RCMP were notified of a break and enter to a residence in the 4100 block of 53 Avenue. Members of the Lloydminster Detachment with the assistance of Police Dog Services (PDS) apprehended two individuals fleeing the scene without incident. Lloydminster Forensic Identification Section attended the residence.

Glenn Junior Davis (44), and John Andrew Penny (50), both of no-fixed-address are charged with the following:

• Breaking and entering, and committing theft;

• Mischief

Penny is also charged with possession of property obtained by crime.

Additionally, Davis is charged with:

• Possession of a controlled substance;

• Possession of break-in instrument

Both Davis and Penny were released after a Judicial Interim Hearing for Alberta Provincial Court on Jan. 28, 2020.

Lloydminster RCMP would like to remind the public of the following safety tips to keep your possessions safe:

• Speak with your neighbours when you are leaving town for an extended period of time;

• Have someone check on your property periodically;

• Do not post on any social media that you are leaving town;

• Have all exterior/interior lights on a timer;

• Put a hold on packages, or have someone pick them up.

“RCMP encourage the public to report any criminal or suspicious activity to police,” according to Const. Michael Hagel of the Lloydminster RCMP Detachment. “Reports tell us here to look, who to look for, and where to patrol in the future. If you see a crime in progress, dial 911.”

The investigation into this matter is still on-going; there may be two other suspects involved in the file. An update will be released when the investigation is concluded.

“F” Division Roving Traffic Unit: Cocaine Seized During Traffic Stop Investigation

Maidstone, Saskatchewan – On January 7, 2020, “F” Division Roving Traffic Unit, together with Saskatchewan Highway Patrol, were conducting enforcement on Highway #16 near Maidstone. An eastbound vehicle was stopped for an equipment violation (a smashed windshield).

As a result of subsequent investigation, the vehicle was searched and 526 grams of cocaine was located inside.

The driver, 55-year-old Karl Ericson from Prince George, BC, was arrested and charged with:

Possession of cocaine for the purpose of trafficking Sec 5(2) CDSA

He will appear in Lloydminster Provincial Court on March 24th, 2020 at 10:00 a.m.

Meadow Lake RCMP – Two suspects wanted for dangerous driving acts in Meadow Lake area

Meadow Lake, Saskatchewan – Meadow Lake RCMP is asking the public for their assistance in locating two suspects who fled from police on January 4, 2020. On that day, at approximately 4:40 p.m., Meadow Lake RCMP responded to the report of a stolen white pick-up truck having been spotted leaving Meadow Lake, SK on Highway #4. The stolen truck was described as a white Dodge flat-deck pick-up truck with a picker.

Meadow Lake RCMP found the truck parked on the side of the eastbound lane of Highway #304 with a trailer attached to it. As police approached the vehicle, two men who were behind the truck ran to the truck, entered the truck and quickly drove away, heading east on Highway #304. As the two men fled, they committed a series of dangerous driving acts in the streets and fields of the Meadow Lake area.

Through police investigation, the white truck was recovered. However, the two men remain at large. One of the two men has been identified as 30-year-old Joshua Albin Lecky-Harper. He is currently wanted on a warrant for the following charges:

Dangerous operation of a motor vehicle,

Break and enter of a residence,

Theft of a motor vehicle,

Failure to stop after an accident x 2,

Possession or property obtained by crime over $5,000,

Flight from police,

Mischief under $5,000.

Meadow Lake RCMP is asking the public to help locate Joshua Albin Lecky-Harper. He is known to frequent Lloydminster, AB and Onion Lake, SK. He is described as being 5’9” (180 cm) tall, weighing 183 lbs (83 kg) and having brown eyes and black hair. A photo of Joshua Albin Lecky-Harper is attached. Joshua Albin Lecky-Harper could be dangerous and should not be approached.

Meadow Lake RCMP is also asking the public to help identify the owner of the trailer the two men used. It is believed to have been stolen in the afternoon of January 4, 2020 in the Meadow Lake area. The stolen trailer is a 2017 20-foot flatbed tandem trailer.

Anyone with information regarding the whereabouts of Joshua Albin Lecky-Harper, the man he was with in the white truck, or the ownership of the stolen trailer is asked to please contact Meadow Lake RCMP at 306-236-2570 or Saskatchewan RCMP at 310-RCMP. Combined Forces Special Enforcement Unit wraps up successful investigation into illegal activities involving outlaw motorcycle gangs

Prince Albert, Saskatchewan – The Prince Albert Police Service and the Prince Albert RCMP, together with other agency partners, have wrapped up a successful, seven-month investigation into illegal drug trafficking activity that led to the arrest of 11 people with connections to outlaw motorcycle gangs, along with the seizure of a significant amount of cash, drugs and weapons.

Members of the Combined Forces Special Enforcement Unit (CFSEU) recently searched 13 residences in Prince Albert, the surrounding area, and Saskatoon as part of Project NORSE. The joint investigation led to the seizure of nearly $87,000 in cash, three rifles, one shotgun, and six vehicles worth an estimated $116,000.

Police also located the following as part of the investigation:

596 grams of cocaine

9,279 grams of cannabis bud

33 cannabis plants

2,142 grams of individually-packaged cannabis by-products, including but not limited to, butter, resin, hash and vape cigarettes

Police estimate the cocaine seized during the investigation would amount to 1,200 personal uses, while the cannabis bud could make an estimated 36,000 joints. The total cannabis resin seized would be enough for 1,900 sales.

Over the course of the investigation, police determined that three full-patch members of the FreeWheelers outlaw motorcycle gang were involved in illegal trafficking of a significant amount of cocaine and marihuana in Prince Albert and the surrounding rural area. Numerous others with connections to Prince Albert and Saskatoon were determined to be working in conjunction with FreeWheelers members to illegally distribute drugs around the community.

Further investigation found that marihuana was being grown under a valid Health Canada medical license and diverted onto the black market for resale. A significant amount of this marihuana was being sold at the pound level to buyers in Prince Albert. The Project NORSE investigation also determined that another man was running a commercial process where he made marihuana vapes and other professional-looking cannabis products. One man is suspected of selling products online.

Nearly 100 law enforcement officers from the Prince Albert Police Service, the RCMP and partners, including the Saskatoon Police Service, participated in the Project NORSE investigation targeting illegal activity by outlaw motorcycle gangs.

Outlaw motorcycle gangs (OMGs) are criminal organizations, whose illegal activities cause harm and victimization to people in communities across the country. Over the last five years, OMGs have significantly increased their criminal presence across Canada, and have developed extensive ties to other organized crime groups and street gangs.

In Prince Albert, the FreeWheelers group has been operating since May 2019, and has connections to other FreeWheelers chapters in Lloydminster and Saskatoon, along with the Hells Angels chapter out of Saskatoon.

Lloydminster, Alberta – This morning at approximately 1:00 a.m., Lloydminster RCMP located an injured male laying on the road on 44 Street in Lloydminster with serious life threatening injuries.

The adult male victim was transported to hospital via EMS and later air lifted to a separate hospital.

The Lloydminster General Investigation Section continue to investigate and an area of 44 Street will have additional police presence while the Forensic Identification Unit is on scene.

Lloydminster RCMP investigating two robberies

Lloydminster, Alberta – The Lloydminster RCMP are looking into two separate robberies that occurred at businesses early yesterday afternoon. The first incident was at a commercial property in the 1500 block of 50 Avenue, with the second occurring in at another business the 5600 block of 50 Avenue approximately 15 minutes later. The suspect is believed to be the same in both incidents.

The suspect is described as:

• Male

• Wearing blue pants, a yellow bandana, and a toque.

• Carrying a red back pack.

The suspect used a hammer to threaten the clerks; there were no injuries reported in either of the events.

Lloydminster RCMP charge four after stolen vehicle located, five arrested

Lloydminster, Alberta – On Jan. 24, Lloydminster RCMP located a stolen vehicle in a parking lot behind an apartment building in the 3800 block of 52 Avenue. During the investigation a male was observed entering the vehicle. Police attempted to arrest the individual but he fled into an apartment in the building.

Officers with the assistance of RCMP Police Dog Services and the General Investigative Section, followed the suspect into the apartment where five individuals were located. All five were arrested without incident. Three stolen firearms, electronics and a small amount of narcotics were discovered.

Robert James Howard (27) of no-fixed-address, Timothy James Prior (35) of Lloydminster Saskatchewan, Sakara Tsa Scovill (27) of Lloydminster Alberta and Amber Desiree Whitstone (22) of Onion Lake Saskatchewan were charged with the following:

• Unauthorized possession of a firearm (x3)

• Possession of property obtained by crime (x5)

• Possession of a controlled substance

Additionally, Timothy James Prior was charged with resisting arrest.

All four were released after a judicial hearing and are scheduled to appear in Alberta Provincial Court on Feb. 11, 2020.

Fatal officer involved shooting in Lloydminster, Alberta

Lloydminster, Alberta – On Feb. 2, 2020, at approximately 1:00 p.m., Lloydminster RCMP received a call from a complainant who reported a stolen vehicle in the Lloydminster area.

RCMP members located the vehicle and attempted a traffic stop. An altercation occurred that resulted in an RCMP member discharging their service pistol, however the vehicle was able to flee the area, pursued by RCMP members.

At approximately 2 p.m., the vehicle was located by RCMP members in the central area of Lloydminster. A further altercation occurred that resulted in another RCMP officer discharging their service pistol. The male driver was deceased and the female passenger was taken into custody without incident. The female passenger was not injured and remains in police custody.

Two RCMP members were taken to hospital with non-life-threatening injuries.

This incident involved officers from the Lloydminster, Kitscoty, Vermillion, Wainwright, Maidstone, and Onion Lake RCMP, RCMP Police Dog Service, and RCMP Traffic Services.

The Director of Law Enforcement has been notified and the Alberta Serious Incident Response Team (ASIRT) has been directed to investigate the circumstances surrounding the officer involved shooting and the actions of police. The RCMP will continue to investigate the events leading up to the confrontation with police.

The Alberta RCMP will not be commenting further on this incident.

Lloydminster RCMP charge four after stolen vehicle located – UPDATE

Lloydminster, Alta – Lloydminster have determined that a female that was arrested and taken into custody provided a false name to police. The name was used during the arrest and release of the female and the investigation into the correct identity is underway.

BACKGROUND

Lloydminster, Alberta – On Jan. 24, Lloydminster RCMP located a stolen vehicle in a parking lot behind an apartment building in the 3800 block of 52 Avenue. During the investigation a male was observed entering the vehicle. Police attempted to arrest the individual but he fled into an apartment in the building.

Officers with the assistance of RCMP Police Dog Services and the General Investigative Section, followed the suspect into the apartment where five individuals were located. All five were arrested without incident. Three stolen firearms, electronics and a small amount of narcotics were discovered.

Robert James Howard (27) of no-fixed-address, Timothy James Prior (35) of Lloydminster Saskatchewan, Sakara Tsa Scovill (27) of Lloydminster Alberta were charged with the following:

• Unauthorized possession of a firearm (x3)

• Possession of property obtained by crime (x5)

• Possession of a controlled substance

Additionally, Timothy James Prior was charged with resisting arrest.

All four were released after a judicial hearing and are scheduled to appear in Alberta Provincial Court on Feb. 11, 2020.

Lloydminster, Alberta – The Lloydminster RCMP are investigating several instances of uttering counterfeit currency reported by businesses in the City.

The suspect is the same in every instance and is described as:

• Caucasian 25-30 year old male

• 5’8-5’10″ with a slender build

The suspect is using multiple denominations of Canadian currency. The Lloydminster RCMP would like to remind the public of the following security features in all current Canadian notes.

• Raised ink on the large number

• Raised ink on “Bank of Canada” and “Banque du Canada”

• Check the holographic strip on the note: the numbers should match the bill’s value, and the word “Canada” feels lightly raised

If you suspect that you’re being offered a counterfeit note, assess the situation to ensure that you are not at risk. Then, do the following:

• Politely refuse the note and explain that you suspect that it may be counterfeit.

• Ask for another note (and check it too).

• Advise the person to check the note with the local police.

• Inform your local police of a possible attempt to pass suspected counterfeit money.

• Be courteous. Remember that the person in possession of the bill could be an innocent victim who does not realize that the note is suspicious.

“If you suspect that you’ve received a counterfeit note, please contact the RCMP right away,” says Const. Michael Hagel of the Lloydminster RCMP Detachment. “Try to avoid handling it any further, as there is a potential to get forensic evidence from the note.”

Vermilion RCMP arrest five in stolen truck

Vermilion, Alberta – On Feb. 12, 2020, at approximately 6:30 a.m., Vermilion RCMP responded to a report of a stolen truck in Mannville, Alta.

A traffic stop was attempted on Highway 16 westbound but the vehicle did not stop. RCMP did not continue to follow the vehicle due to safety concerns.

As a result of the coordinated efforts of RCMP Air Services and a number of nearby RCMP units, a tire deflation device was deployed with success. The vehicle came to a stop in the Josephburg area after turning off Highway 16.

RCMP arrested five occupants without incident.

As a result of further investigation, Samantha Binkowski (28) of no fixed address, Erin Brown (41) of Bruderheim, Alta., Morgan Parker (26) of Edmonton, David Desroches (32) of no fixed address and Patrick Hurley (41) of Bruderheim, Alta., are jointly charged with:

• Theft of truck

• Possession of stolen property under $5,000 (x2)

• Possession of stolen property over $5,000 (x2)

• Break and enter to a business (x2)

• Break and enter to a dwelling

• Flight from police

• Possession of break-in instruments

Binkowski was also charged with fail to comply with conditions of release.

Brown was also charged with possession of a controlled substance (methamphetamine).

Parker was also charged with fail to comply with conditions of release (x2).

Desroches was also charged with wearing a disguise while committing an offence.

Hurley was also charged with fail to comply with conditions of release and wearing a disguise while committing an offence.

Following judicial hearings, Binkowski was remanded in custody pending payment of cash bail and is scheduled to appear in Vermilion Provincial Court on Mar. 2, 2020; Brown was released to appear in Vermilion Provincial Court on Mar. 2, 2020; Parker was remanded in custody pending payment of cash bail and is scheduled to appear in Vermilion Provincial Court on Mar. 2, 2020; Desroches was remanded into custody to appear in Vermilion Provincial Court on Mar. 2, 2020; and Hurley was remanded into custody to appear in Lloydminster Provincial Court on Feb. 18, 2020.

Lloydminster RCMP search warrant leads to drug trafficking arrest

Lloydminster, Alberta – The Lloydminster RCMP General Investigation Section, with the assistance of the Eastern Alberta District Rural Crime Reduction Unit (EADRCRU), executed search warrants at a residence in Lloydminster, Sask., and a vehicle located and stopped by police on Highway 16. A quantity of cocaine and a significant amount of Canadian currency was seized.

As a result of the investigation Ahmed Nur (37) and Raed Abdulla (38) both of Lloydminster, Sask., have been charged with the following offences:

• Possession of a controlled substance for the purpose of trafficking

• Possession of property obtained by crime

Both of the accused were released after a judicial hearing and appeared today in Lloydminster Provincial Court.

UPDATE – Lloydminster RCMP: Police presence on 50th Avenue

Lloydminster, Alberta – (Sat 12:19 PM) Lloydminster RCMP have released the scene at a bar located on 50th Avenue and 49 Street.

Last night at approximately 7:00 p.m., Lloydminster RCMP were called to the bar in response to a shooting.

An adult male victim was transported to hospital with injuries and later pronounced deceased. An autopsy is scheduled at the Office of the Chief Coroner in Saskatoon on Monday Feb. 24, 2020.

Lloydminster RCMP along with the RCMP Major Crimes Unit continue to investigate.

Lloydminster, Alberta – Lloydminster RCMP are asking for the public’s assistance to locate a missing 24-year old male.

David Jonas Tobac was reported missing to Lloydminster RCMP on Feb. 29, 2020 and last made contact on Feb.28, 2020 by text. The last time anyone saw him was on 2020-02-26. He is described as a First Nation male, 24 years old, brown eyes, short brown hair. David has a tattoo on his left hand, and stiches on his left hand. He might be wearing white adidas shoes with red laces, and a black Echo zipup sweater. His family and police are concerned for his well-being.

David is described as:

• 145lbs

• 6′ 2″

Maidstone RCMP respond to semi versus pedestrian collision east of Lashburn, SK

Lashburn, Saskatchewan – On February 29, 2020, at approximately 6:30 p.m., Maidstone RCMP received the report of a semi-truck versus pedestrian collision on Highway 16, two miles east of Lashburn, SK.

Two drivers were both standing outside their vehicles to exchange information after being involved in a rear-end motor vehicle collision, when a semi-truck attempted to swerve around the collision scene. The semi-truck struck both vehicles, including one of the drivers who was standing on the roadway.

A 35-year-old female victim, was transported to hospital in Lloydminster by Maidstone EMS and was airlifted to hospital in Edmonton on Sunday. The victim remains in critical condition. Officers received no reports of injury to any of the other individuals involved in the collision.

Visibility was near zero at the time of the report along with high winds and heavy snow.

No charges have been laid at this time as the investigation is still ongoing.

Lloydminster RCMP: Search warrant leads to multiple charges, one suspect remains at large

Lloydminster, Alberta – Lloydminster RCMP General Investigative Service (GIS) with the assistance of the Lloydminster Crime Reduction Unit (LCRU) executed a search warrant on a residence in the 5600 block of 53 Avenue. Five long rifles and a restricted pistol with ammunition, several debit and fuel cards were retrieved. Numerous knives and swords were located. Multiple stolen cheques from local businesses were also recovered. In addition, 12 grams of a substance suspected to be fentanyl and 25 grams of a substance suspected to be cocaine were seized.

As a result of the search warrant Korey Douglas Long (34), Kimberly Dawn Mason (26), Shane Edward Riley (34), and Reena McCallum (38) all of Lloydminster were charged with multiple offences including:

• Possession of a controlled substance

• Possession of a weapon for a dangerous purpose

In addition, Long was charged with:

• Possession of a controlled substance

• Possession of property obtained by crime

• Failing to comply

• Possession of a weapon for a dangerous purpose

• Fraud under $5000

• Forgery;

Long was recently arrested, and is currently being held for Lloydminster Provincial Court on March 3, 2020. McCallum and Mason were released after a hearing for Lloydminster Provincial Court on April 14, 2020.

RCMP Maidstone: Firearms and drug seizure

Maidstone, Saskatchewan – On Feb. 27, 2020, an eastbound vehicle was stopped along Highway 16 for travelling well in excess of the posted speed limit of 110 km/hr. The vehicle was indicated to be travelling at 174 km/hr on radar.

During verbal interactions with the 25-year-old female driver and the 23-year-old male passenger, officers entered into a drug investigation. Both occupants were arrested, a search warrant was prepared and then a search of the vehicle was conducted.

Located hidden within the vehicle were four vacuum sealed bags of suspected crack cocaine totaling 370 grams, which is equivalent to approximately 3,700 single doses of crack cocaine. A loaded pistol was also located within the vehicle.

The driver of the vehicle was identified as Manal Ali Fawaz (DOB: 1994-09-30) of Edmonton and the male passenger as Garnett O’Connor (1996-06-23) also of Edmonton. Both are charged with the following offences:

Possession for the purpose of trafficking a controlled substance, Sec. 5(2) Controlled Drugs and Substance Act,

Possession of a Firearm while Prohibited, Sec. 117.01(1) of the Criminal Code,

Carry a Concealed Weapon, Sec. 90 of the Criminal Code,

Unauthorized Possession of a Firearm in a motor vehicle, Sec. 94 of the Criminal Code, and other firearm related charges.

Fawaz and O’Connor made their first appearance in Lloydminster Provincial Court on March 2, 2020.
