Lloydminster, Alberta – Lloydminster RCMP are seeking the public’s assistance in identifying an individual that was spotted on camera stealing a bike from a school in the 5500 block of 31 street. In the video, the suspect targets a black and grey North Ridge XC29 mountain bike, ignores the rest, and cuts off two locks on the bike and rides it away. This unknown person is a suspect in multiple bike theft files from Lloydminster. The suspect appears to be a heavy-set Caucasian male, wearing dark coloured clothing.

Lloydminster RCMP introduces traffic safety initiative

Lloydminster, Alberta – The City of Lloydminster, in partnership with the Lloydminster RCMP Detachment, will be introducing a new traffic safety program starting in May 2019.

The “Constable Scarecrow” project originated in Coquitlam, B.C., last year. Since the program’s inception, Coquitlam RCMP reported the number of drivers exceeding the speed limit was reduced by approximately 50 percent.

The program will include a full-sized metal cut-out of a uniformed RCMP officer which will be placed in strategic locations around the city. These new Constables will be visible next to roadways in high traffic and high collision areas.

“We are excited about the collaboration with the City of Lloydminster. This initiative is a positive step to enhance road safety,” says Inspector Lee Brachmann, Lloydminster RCMP Detachment Commander. “Hopefully we will see a reduction in the number of violations found on the roads.”

Alberta Checkstop leads to drugs and firearm seizure near Elk Point

Elk Point, Alberta – On Thursday, May 16th, 2019, Alberta RCMP Traffic Services was conducting an Alberta check stop on Highway 897 near Frog Lake First Nations. During the check stop a vehicle was checked and further investigation resulted in the arrest of all three occupants of the vehicle.

Police seized a loaded sawed off rifle with a round in the chamber, cocaine, oxycontin, $475.00 in Canadian currency, zip ties and other drug paraphernalia.

Dustin Gellerman (27) of Edmonton AB. who was also wanted on 6 outstanding warrant has been charged with the following offences:

• Trafficking a controlled drug substance

• Fail to comply with a JP Recognizance X 2

• Fail to comply with a firearm prohibition

• Firearms offences X 6

Jason Johnson (33) of Lloydminster AB. was charged with the following offences:

• Trafficking a control drug substance

• Fail to comply with a JP Recognizance

• Firearms offences X 6

Both Gellerman and Johnson were remanded into custody after a judicial hearing and both are scheduled to appear in Bonnyville provincial court on May 21st 2019.

Katelyn Dase (25) of Lloydminster AB. was charged with the following offences:

• Trafficking a control drug substance

• Firearms offences X 6

Dase was released on a $1,500 no cash Recognizance with several conditions. Dase is scheduled to appear in St. Paul provincial court on May 22nd 2019.

Lloydminster RCMP investigating counterfeit currency

Lloydminster, Alberta – The Lloydminster RCMP are investigating multiple files involving counterfeit US and Canadian currency.

All Canadian currency shares the same security features:

• Raised ink on the large denomination in the corner;

• Raised ink on the words “Bank of Canada” and “Banque du Canada”;

• In the hologram look at the numbers that match the note’s value.

In addition, all US currency shares these security features:

• Hold the note to light to see an embedded thread running vertically to the right of the portrait. The thread is imprinted with a small US flag in an alternating pattern and is visble from both sides of the note. The thread grows yellow when illuminated by ultraviolet light.

• Tilt the note to see the denomination in the lower right corner on the front shift from copper to green.

“If you are ever in doubt, you can ask for another form of payment,” according to Corporal Lee Knelsen of the General Investigative Section. “Contact the RCMP when it is safe to do so, and have us secure the note. Do not put yourself in any danger.”

Lloydminster RCMP are seeking three persons of interest in relation to the utterance of counterfeit currency:

• Caucasian female with a circular ring in middle of lower lip and very visible blonde/blue hair, with a half crescent moon black tattoo on her right hand.

• Caucasian male with a larger build and red hair.

• Caucasian male with a sleeve-style tattoo on his left arm.

Early this morning, Lloydminster RCMP were dispatched to a business in the 3900 block of 50th avenue. Lloydminster Poppy Box Thief Identified and Charged Following Repeat Performance in Sherwood Park

Lloydminster, Alberta – Police have arrested a male in connection to a poppy donation box left that occurred in the early hours of Nov. 4, 2019.

On Nov. 4, 2019 at approximately 7:39 p.m., Strathcona County RCMP responded to a theft complaint at a local business on Emerald Drive in Sherwood Park. Investigation revealed two patrons witnessed a male steal a poppy donation box from the counter and leave.

The two patrons followed the male outside and along with an off duty member the male was contained until police arrived. The male was arrested for theft along with outstanding warrants for previous charges including possession of stolen property, theft under $500 and fail to attend.

Police have determined the same male was responsible for the poppy donation box theft in Lloydminster.

Korey McPhee (34) of Lloydminster has been charged with theft for both offences.

He was remanded into custody and appeared in Sherwood Park Provincial Court today.

Lloydminster RCMP investigation leads to arrest of prolific offender

Lloydminster, Alberta – Lloydminster RCMP have seen another successful investigation involving the Prolific Offender program. Dustin Larry Meili (40), of Lloydminster, Sask. is charged with numerous criminal code offences stemming from several criminal investigations.

Meili is charged with:

• Assault with a weapon,

• Possession of property obtained by crime,

• Resisting arrest, and

• multiple counts of failing to comply with a probation order.

Lloydminster RCMP execute search warrant in drug trafficking investigation

Lloydminster, Alberta – On November 8, 2019 the Lloydminster RCMP General Investigation Section, with the assistance of the RCMP Eastern Alberta District Crime Reduction Unit (CRU), executed a search warrant on a residence in Lloydminster, Saskatchewan.

As a result of the investigation and the executed search warrant:

Daniel Fenrich (27) has been charged with the following offences:

• Possession of a controlled substance for the Purpose of Trafficking

• Possession of a controlled substance

• Operation of a Motor Vehicle while prohibited

• Failure to comply with a Probation Order

Fenrich remains in custody after his initial court appearance on November 12, 2019 in Saskatchewan Provincial Court.

Vermilion RCMP Arrest Male for Multiple Counts of Criminal Harassment & Child Luring

Mannville, Alberta – On Dec. 2, 2019 Vermilion RCMP received a complaint about an unknown person making unwanted contact first by phone and then by text messages. On Dec. 3, 2019 another individual reported unwanted contact from a known male and the suspect was identified to police. 5 additional complaints were received by 5 different individuals on Dec. 4 and 5, 2019, all of a similar nature and were linked to the same originating number.

On Dec. 5, 2019 Vermilion RCMP arrested a male in connection to these offences.

Jim Douglas Wilson, aged 32 of Mannville, Alta. is charged with:

Criminal Harassment – 7 counts

Invitation to Sexual Touching – 2 counts

Luring a Child – 2 counts

Breach of Probation – 1 count

Jim Wilson was held to appear before a Justice of the Peace and was remanded into custody to next appear on Tuesday, Dec. 10, 2019 in Lloydminster Provincial Court.

As the matter is now before the courts, no further information will be released.

RCMP Roving Traffic Drug Seizure on Saskatchewan Highway 16

Maidstone, Saskatchewan – On Wednesday, December 4, 2019, the RCMP “F” Division Roving Traffic Unit was working on Highway 16 in the Maidstone area when they stopped an eastbound vehicle for a routine traffic stop.

During the traffic stop, an RCMP officer suspected the presence of drugs in the vehicle. The male driver and lone vehicle occupant was detained for a drug investigation and following further investigation, arrested for possession of a controlled substance for the purpose of trafficking.

A search of the vehicle resulted in the seizure of approximately 261 individual bags of powdered cocaine and approximately 435 individual bags of crack cocaine.

The total weight of the seized cocaine was approximately 617 grams.

Mark Richard ADLINGTON, 27, of Edmonton, Alberta, has been charged with possession of cocaine for the purpose of trafficking. ADLINGTON was released from custody and will be making his first court appearance in Lloydminster Provincial Court on Tuesday, January 28, 2020, at 10:00 a.m.

Elk Point RCMP arrest four after patrols and tip from the public

Fishing Lake, Alberta – On Dec. 2-3, 2019, a coordinated effort between the Elk Point RCMP, Eastern Alberta District Rural Crime Reduction Unit (EADRCRU) and RCMP Police Dog Services (PDS) resulted in the apprehension of multiple wanted individuals in the Fishing Lake area.

On Dec. 2, 2019, police observed two males in a vehicle believed to be used in other offences and attempted to conduct a traffic stop. The vehicle fled a short distance before turning on a dead end road where the traffic stop occurred. Two males were arrested without incident.

Kevin Stahn, (31) of Fishing Lake was arrested on an outstanding warrant and charged with multiple additional offences, including:

• Flight from police

• Possession of a weapon for a dangerous purpose (x2)

• Possession of methamphetamine for the purpose of trafficking

• Failing to comply with a Recognizance

• Four offences under the Traffic Safety Act

Fergus Brosseau, (43) of Fishing Lake was arrested on an outstanding warrant and charged with multiple additional offences, including:

• Flight from police

• Possession of a weapon for a dangerous purpose (x2)

• Possession of methamphetamine for the purpose of trafficking

• Failing to comply with a Recognizance

He was also charged with theft of a truck stemming from a file in the Two Hills area in October 2019.

Both of the accused were released after a judicial hearing with conditions. They are set to appear next in St. Paul Provincial Court on Dec. 19, 2019.

On Dec. 3, 2019 an Elk Point RCMP officer patrolling in Fishing Lake received a tip from the public about a wanted offender in the area. Patrols conducted by both the Elk Point RCMP and EADRCRU located the wanted male and a traffic stop was conducted and both occupants were arrested without incident.

Methamphetamine and drug paraphernalia were located after a search of the vehicle consistent with drug trafficking.

Kristen James Podolecki (39) of Sputinow was arrested and charged with possession for the purpose of trafficking methamphetamine. He was also charged with break and enter stemming from a file in the Lloydminster area in November 2019.

The passenger in the vehicle, Chelsea McAdam (23) of Frog Lake was also arrested and charged multiple offences including:

• Possession of methamphetamine for the purpose of trafficking

• Possession of methamphetamine

• Obstructing a peace officer

• Failing to comply with a probation order (x5)

Both of the accused are set to appear next in St. Paul Provincial Court on Dec. 19, 2019.

RCMP Roving Traffic Drug / Weapons Seizure in the Maidstone, SK. area

Maidstone, Saskatchewan – On the evening of May 30th, members with the Saskatchewan Roving Traffic Unit were working in the Maidstone area when a traffic stop was initiated for a vehicle for traveling past a marked police vehicle in excess of 60km/hr when the police vehicle emergency lights were activated.

During the traffic stop interaction, the officer made several observations that led to the driver 25-year-old driver, Michael WARDROP from Cold Lake, Alberta, to be detained for a drug investigation.

A Police Service Dog was deployed and indicated for the presence of a controlled substance leading to WARDROP’s arrest. Subsequent investigation led to the discovery of approximately 100 grams of cocaine, brass knuckles, $8,000 in Canadian currency, several pills suspected to contain fentanyl, and a loaded semi-automatic pistol in the vehicle.

WARDROP is currently in custody with a next appearance date of June 3, 2019 at Lloydminster Provincial Court to speak to the following charges:

Uses of force reasonable in arrest of armed man

Lloydminster, Alberta – On Sept. 27, 2017, the Alberta Serious Incident Response Team (ASIRT) was directed to investigate the circumstances surrounding the arrest of a 29-year-old man in Lloydminster that resulted in an officer-involved shooting. During the arrest, the man was struck by a police vehicle and two RCMP officers discharged their service pistols, resulting in serious injury.

ASIRT interviewed police and civilian witnesses, including the 29-year-old man and both subject officers. Large portions of the events, including the uses of force were captured on audio and video recordings. ASIRT’s investigation is complete.

Having reviewed the investigation, executive director Susan Hughson, QC concluded there were no reasonable grounds, nor reasonable suspicion, to believe the involved officers committed any criminal offence.

On Sept. 27, 2017, Lloydminster RCMP officers attempted to stop a Dodge truck in relation to an outstanding investigation. The truck entered the drive-thru of a fast-food restaurant. An officer in a marked RCMP vehicle pulled behind the truck and activated its lights and siren. Other officers pulled in front of the truck. In response, the driver of the truck drove over the drive-thru curb and up an embankment to the roadway, speeding past two officers standing with their service pistols pointed at the truck. As the driver exited the parking lot, he headed northbound on 40 Avenue and engaged in a high-speed criminal flight from police.

As the truck approached 52 Street, it collided with a SUV driven by a 25-year-old woman, causing extensive damage to both vehicles and causing the woman’s vehicle to roll, landing on its roof. The woman did not sustain serious injury. The visible damage to her vehicle and the force of the collision would have easily left an observer with the belief that any occupant would have likely sustained serious injury or died. Data downloaded from the truck confirmed that immediately prior to the collision, it had been travelling at a speed of 144 km/h, and was moving at 124 km/h at the moment of collision.

The truck stopped on the side of the road. A passenger fled on foot from the truck to an adjacent field. The 29-year-old exited the truck holding a handgun, and immediately ran towards a man who stopped his truck to provide assistance.

An officer in pursuit pulled over his marked police vehicle and exited upon seeing the collision. He shouted verbal commands to drop the gun as the 29-year-old man ran towards the second truck.

When the armed man failed to comply, the officer fired his service pistol. The man kept running and reached the civilian’s truck, attempting to gain entry. With a gun in hand, the man began banging on the driver’s window and yelling for him to “get out of the truck.”

As the armed man stood at the driver’s door, a second officer drove up in his unmarked RCMP SUV and clipped the armed man with the vehicle, causing him to spin away and fall, dropping the gun. As the second officer exited his SUV, the man got up, grabbed the handgun and raised it. The officer fired two shots from his service pistol striking the man.

The man fell to the ground, where he was arrested and handcuffed. RCMP members contacted Emergency Medical Services, who responded to the scene, provided medical attention and transported the man to a nearby hospital. He was subsequently transferred by STARS air ambulance to an Edmonton hospital where he was treated for what would ultimately turn out to be serious, permanent injuries including partial paralysis.

Under S. 25 of the Criminal Code, police officers are entitled to use as much force as is reasonably necessary to carry out their lawful duties. When necessary, where an officer believes, on reasonable grounds, that the person presents an imminent risk of death or grievous bodily harm to the officer or any other person, he or she may use force that is intended or likely to cause death or grievous bodily harm. An officer may also use lethal force in limited circumstances to prevent the flight of a person.

During the course of these events, the 29-year-old man demonstrated he was highly motivated to escape, having driven over an embankment and fled police. He was not only prepared to endanger others to do so, but had possibly already injured or killed an uninvolved woman who had simply been in his path, having forcefully collided with her vehicle. Instead of remaining at the scene of the collision or checking on the condition of the driver of the other vehicle, the man took a handgun from the truck before running towards a vehicle that stopped to provide assistance. In these circumstances, the man objectively presented a risk of death or grievous bodily harm to the occupant of that vehicle. Having directed the man to stop or drop the gun, the first officer’s use of force was reasonable and necessary. This risk became even more immediate when the man reached and attempted to enter the stopped truck. The use of the police vehicle to remove the armed man from the vehicle door of the innocent bystander was reasonable in the circumstances.

Having been fired on by the first officer, and struck by a police vehicle, the man stood and instead of running or surrendering, decided to pick up the handgun. In that moment, the man presented a risk of grievous bodily harm or death to not only the innocent bystander but also to the officer.

The officers’ use of force during this event, while they were lawfully placed and engaged in the lawful execution of their duties, was both reasonable and justified in the circumstances. In the opinion of the executive director, there can be no doubt that the actions of the officers prevented the man from committing what could be characterized as an armed robbery, or more simply, a “carjacking”, that could have easily resulted in the serious injury or death of the driver of that vehicle. As such, no charges will be laid against the officers.

Lloydminster, Alberta – The Lloydminster RCMP with the assistance of the Lloydminster Fire Department is investigating a fire that occurred in a business in the 5900 block of 44th street. The cause of the fire is still unknown and the investigation continues.

Due to the road conditions near the scene, the public is being advised to avoid the area.

UPDATE: Lloydminster RCMP charge two in counterfeit investigation

Lloydminster, Alberta – The Lloydminster RCMP General Investigation Section (GIS) charged two individuals in the utterance of counterfeit currency at several businesses in Lloydminster.

Kevin Charles Ross Dewar (31), and Danielle Taylor Marie Greer (26), both of Grande Prairie, Alta, have each charged with:

• Uttering counterfeit money

• Possession of property obtained by crime

“This is a fine example of the great support the RCMP receives from the community,” says Corporal Lee Knelsen of the Lloydminster GIS Detachment. “Several businesses recognized the individuals, recognized the counterfeit money, and contacted the RCMP.”

Dewar and Greer are scheduled to appear in Lloydminster Provincial Court on Jan. 7, 2020.

Lloydminster, Alta – The Lloydminster RCMP are investigating multiple files involving counterfeit US and Canadian currency.

All Canadian currency shares the same security features:

• Raised ink on the large denomination in the corner;

• Raised ink on the words “Bank of Canada” and “Banque du Canada”;

• In the hologram look at the numbers that match the note’s value.

In addition, all US currency shares these security features:

• Hold the note to light to see an embedded thread running vertically to the right of the portrait. The thread is imprinted with a small US flag in an alternating pattern and is visible from both sides of the note. The thread grows yellow when illuminated by ultraviolet light.

• Tilt the note to see the denomination in the lower right corner on the front shift from copper to green.

“If you are ever in doubt, you can ask for another form of payment,” according to Corporal Lee Knelsen of the General Investigative Section. “Contact the RCMP when it is safe to do so, and have us secure the note. Do not put yourself in any danger.”

Lloydminster RCMP are seeking three persons of interest in relation to the utterance of counterfeit currency:

• Caucasian female with a circular ring in middle of lower lip and very visible blonde/blue hair, with a half crescent moon black tattoo on her right hand.

• Caucasian male with a larger build and red hair.

• Caucasian male with a sleeve-style tattoo on his left arm.

The individuals may be driving the following vehicles:

• Blue car with a small spoiler on the back – possibly with an SK licence plate

• White Chevrolet Truck with SK licence plate: 681LKJ

Lloydminster RCMP investigate assault of male

Lloydminster, Alberta – This morning at approximately 2:00 a.m., Lloydminster RCMP responded to a residence where an adult victim was located with serious non-life threatening injuries.

Preliminary investigation has revealed that the victim was assaulted at a separate residence and then taken to area in a vehicle but managed to escape.

Maidstone, Saskatchewan – 259 grams of what is suspected to be crack cocaine and 223 grams of what is suspected to be cocaine were located in vacuum-sealed bags.

On December 29, 2019, the Saskatchewan RCMP Roving Traffic Unit conducted a traffic stop on Highway 16 near Maidstone, SK. During the traffic stop, a search was conducted under the Cannabis Control (Saskatchewan) Act, resulting in a significant seizure of drugs. 259 grams of what is suspected to be crack cocaine and 223 grams of what is suspected to be cocaine were located in vacuum-sealed bags. All together almost half a kilogram of drugs were seized, equating to approximately 3500 uses.

The lone occupant of the vehicle, 27-year-old Darian Smith of Edmonton, AB, has been charged with Possession of Cocaine for the Purpose of Trafficking, Section 5(2) of the Controlled Drugs and Substances Act (CDSA).

Smith made his first court appearance in Lloydminster Provincial Court this morning.
